Nic has over 14 years' experience supporting numerous Travel Concession Authorities, advising on operator disputes and managing concessionary travel schemes across England.

English National Concessionary Travel Scheme - ENCTS

Nic currently manages the Lincolnshire Concessionary Travel Scheme. This involves:
Implementing the scheme and publishing scheme arrangements each year
Determining operator reimbursement using the DfT reimbursement calculator
Negotiating with operators each year to put in place reimbursement arrangements
Collating monthly operator claims, preparing scheme accounts and monthly payment schedule
Providing advice for Council officers as and when required
Liaising with operators as required
Producing annual analysis of scheme performance
Submission of annual DfT survey

In addition to managing the Lincolnshire scheme, Nic has:
Advised Transport for Greater Manchester on numerous operator disputes, including marginal capacity cost and PVR claims
Produced bespoke average fare look-up tables for Nottingham City Council and Transport for Greater Manchester
Advised North Lincolnshire Council and implemented appropriate operator reimbursement mechanisms
Advised Nottinghamshire County Council on operator reimbursement, including the implementation of multi-year agreements
Contributed to an operator appeal against the Merseytravel scheme and provided expert advice on the Peak vehicle Requirement element of the appeal
Supported Cornwall Council with an operator dispute to derive an acceptable position for both parties

In addition, Nic has carried out quantitative and qualitative research to understand views and perceptions, as well as monitored and evaluated the impacts of concessionary travel schemes.
